    Fuel delivery problems

    I cannot get the fuel pump to energize. All relays and fuses have been checked. No codes set in computer but obdii showing 61° timing advance and 14.3% throttle position with engine off and key in on position. Seems weird to me. Ecu problems or a sensor? Any ideas? Thanks!

    Step 1. Check for power at the pump w. Ignition on
    Yes, likely a bad pump
    No, check fuse #22, if good go to step 2
    Step 2, separate the grounding wire for the coil of the fuel pump relay from the ECU, and test for +12vdv on the relay ground wire (other lead on ground) with ignition key on
    Yes +12v need to trouble shoot ecu side of circuit, it's failing to ground the relay coil etc
    No power, look at ignition side of circuit, fuse 9, ignition relay, switch, fusible link etc

    Somewhere someone has a full service manual pdf for download.
