It's what some would call a "bug deflector". They are usually colored acrylic/plastic shields attached to the hoods of cars/trucks/vans.. etc.
they are supposed to help deflect bugs and (small) stones up over the windshield but in my experience they mostly protect the front edge of the hood from accumulated chipping/damage from bugs/stones/debris.
For the most part they are a cosmetic addition.
Will weld for beer.
