Unless they can prove it with a printout it becomes a risk to accept and negotiate on.
It might be the reason for selling. How can you tell?

I can't read French. Is the car certified?
Quebec doesn't have the same inspection regs as Ontario, so no.
Also: buying a rebuilt car from Quebec requires an additional structural inspection above and beyond the normal Ontario mechanical inspection.
I looked into buying a rebuilt Quebec car last year -- too many hoops to jump through, so I dropped it.
