The CVT's have this lower value and should partly explain why the CVT gets better fuel mileage than the M/Ts.

Also, if the Power is changed from Normal to High Power, will this achieve the HP available only on the 2017 models which have the same engine as the earlier variants?

I think most likely this is the multiplier to calculate speed? if this is the case the physical speed will not change, just the odometer/speedo readings.
