with ITB why don't people ever just cover the top of them with a filter just to be safer?

Sure, but the effort to convert from the electronically controlled throttle to a cable is not worth it. I went looking down that route and gave up.
This company also have a drag mirage, runs 15.3 quarter mile.

Designed for track use not on a street car. Track doesn't have as much contaminates as open road situation.
