I grew up in Southern California, and moved to Ohio in 2000. Visited LA a few times until around 2004, when my parents moved to North Carolina. I hadn't been back until last summer, roughly 12 years since my last visit. I was shocked at how bad traffic had gotten. Going up to Griffith Park on a Sunday morning at like 10am, freeway is about 8 lanes *in each direction*, and we were still crawling along, bumper to bumper.
If you want to deal with traffic lights, LA surface streets are better than many Ohio surface streets, because they're usually at least 2 lanes each direction. Lots of non-freeway roads in Ohio (or at least Columbus) are one lane each way, because they're just older. That's where you can get "bad" traffic.

We passed through LA in 2010 and '12, and SF in '10 and '14. Trying to cross Golden Gate on Fri afternoon was something, really bad but not too different from typical DC traffic. I had seen similar and worse; luckily not too often.
Going through LA traffic was a breeze, as I was on motorcycle. Similarly crossing Bay Bridge in SF. Splitting lanes is legal in CA and people are well aware and very nice to bikers. If I had to live there, I would forgo cage and ride bike all year around. It never snows and rarely rains in SoCal.

But when it rains, look out... There's months worth of oil and grease coating the roads, and can turn the freeways into skating rinks when the rain does fall. And people will still go 80mph. I used to work on the 3rd floor of an office building right by the 405/605 interchange. That was interesting when it rained.
