no he's speaking of scrub radius, the distance from the center of the tire too where the tire pivots on the ground.
if the scrub is too large you will loose grip everytime you turn the wheel.
you don't want the centers too align, either, which i really don't understand why.....?
wheel spacers directly affect this, as well as your Ackerman angle, increase steering jacking and, well... everything else
long story short don't use 1" spacers

No they would not, unless the effective offset is changed.
Wider wheels and tires will add too the jacking effect, though
Unless you know a significant amount about suspension design, or have a large sum of money too play with, it's usually safe to assume factory is best and try too keep the factoryy specified effective offset. (EG: switch from a 7" wide 3.5" backspace too a 8" wide 4" backspace rim)
Obviously this isn't always possible but there is no sense in destroying the suspension geometry if you don't have too
Small changes, like cyclopathics 5mm are no big deal and unless you drive on the edge and are really an in-tune driver, chances are you won't even notice it but when you start making perspectively huge adjustments (1" is likely 100% +/-increasee) your begging for ill effects

I bought and installed the 1 inch wheel spacers that Top_fuel recommended into my mirage. Works fine and definately pushes the tires closer to the fender on all four corners. Doesn't have any rubbing or any issues at all.
My snow tires are mounted on wheels with 8mm less offset and i can detect a fair amount of torque steer with them. I've never noticed any torque steer with the stock tire/wheels.
