That panel has multi-purpose reason for being there. It acts as a sound absorber, heat shield, and fire retardant. There is no reason to remove it unless it's deteriorated and falling down onto the engine....or you're driving around with your hood up for everyone to see it and think it looks ugly. My recommendation is to keep it on. Mitsubishi put it there for a reason.
