Yes they come off. It's not easy especially if it's been crushed a lot.

I ordered a case of these, and they didn't come with the washers. That's why I had to order them separately. I have seen Mitsubishi filters that both do and do not come with a new oil plug washer. Here is what I bought.

I'm having the same slow drip with my drain plug, never noticed oil on the pavement but I could see a drop of oil hanging there when I went to change it. I just ordered a Fumoto valve now, thanks everyone for all the great advice!
