I dont think any of the brake rust is necessarily a bad thing. As long as the working parts (springs, rotor face, pads, shoes, inner drum, etc. etc.) are fine.

Its the beam holding the front bumper sir.

And if that part holding the front bumper (or the impact absorber) is rusting away (a rust don't just keep still, it eats away everything) ... I'm afraid the impact absorbing will not be optimal.
