Take a picture of the back of your passenger headlight when you get a chance and post it here.
That's because the vertical adjustment has covers hiding them. Supposedly a legal requirement in some regions.
Drivers definitely should be lower than passenger side, but 2' at 25' seems too much. You can adjust the vertical positions yourself.

The light is fixable, if not they should have replace the entire light. The MPG, do you have AC on all the time? Run it a tank and let it average out. I live in Florida and I always have AC on...

It's possible to get low 30's for mpg but normally that means driving like you stole it. The headlight beam is adjustBle. I would have schedule another trip to the dealer to adjust the headlight...
The driver side headlight should always point lower to avoid blinding oncoming drivers. That being said, 2 ft. @ 25 ft. Seems excessive. Maybe try the factory service manual for adjustment procedure.
