It appears to be Philips LEDs in a bulb of different manufacture.

1) Check is done with engine running and transmission fluid at normal operating temperature 50-80C (122-176F).
2) Park on level surface.
3) Move selector lever to all positions, then set in P or N....

Mine did the same thing. Bought a Prius antenna (12", same threading) on eBay for about $6. It doesn't flop around and hit the roof.

Edit: More correctly, a cheap knock off of the 08 Prius wire...

The installation instructions recommend cleaning it out with compressed air. Thanks again for the earlier post, it made the installation possible.
