I'm assuming r14 refers to diameter 14" with a 165mm width.
A r13 would be 13" tire and would require a 13" rim, obviously not being able to mount on the r14 14" rim.
165-65-r14 are spec, while some switch to 175-55-r14. There hasn't been many who switched to 13" rims, although possible.

I understand 13" tires can be less expensive to buy.

In my area, Town Fair Tire is popular, and if you want the factory tire size, the lowest cost is $93 per tire. They have the Enasaves for $112 each. But as an example, you can get a slightly taller tire (175-65-14) for as low as 55 bucks.
I will be switching out of the factory size.

There are plenty of less expensive options in 14 inch that will work just fine. No reason to go to 13" rims.

Thanks for the responses. I am not considering as the based of change; infact want to know what will be impact on car stability and drive i.e. smaller rim with larger & wide profile Tyre.
If the road conditions are not good in Lahore I might consider dropping to a 13" inch rim to better handle potholes and gravel roads. 13" tyres are really inexpensive.
