New vehicle purchase, title is transferred, insurance is purchased, registration signed, plates are installed, then you head home.
Used vehicles are a bit more in depth.
Seller fills out their portion of the transfer paper, buyer fills theirs with them or at the agents office. Seller hands over keys and signed reg, buyer hands over cash, and leaves car there. Buyer takes their own vehicle to autoplan, transfers reg, gets insurance and new plates, then heads back. Buyer installs plates, hands seller their copy of the completed transfer paper, and then leaves.
No emissions testing, no annual testing of any sort. Insurance MUST be held for a vehicle to be off private property (note, public parking lots are considered highways here by the motor vehicle act), driving or parked.
