I really think the price quoted was either a sales tactic (where they would offer me a better price) or an error based on the higher spec model. It seems to me to be about $2000 above the price + freight + tax + interest, and without A/C, the added fees can't be $2000! A car that lists for $12 500 should not sell for $19 760 (unless the block heater was something very special!)

The base ES model, in Quebec, with everything all added up is: $16,058.84. That's with taxes, preparation, everything!
The base ES model before taxes, preparation, etc... is $12,498.00.
Your figure of $19,760.00 looks more like the SE package with the $500 convenience package added on.
