It would be easy to find a lost key and put it up for sale on ebay. Once the key has been registered to a car, it cannot be registered to another.
How would you know if the key is new or old? I suppose that depends upon the seller and their reputation. Also, how is it possible that they are less expensive than from a dealer? Do they give the same functionality in all respects? You may be the first to find out, and you'll have to let us know how it works out.
I've been burned enough by ebay people and haven't shopped there for years.
