bolt (12mm hex) under splash shield

There is a bolt that has to come out when removing the inner fender (splash shield). It's a 12mm hex, does anyone know what it holds in place, besides the shields?

Never mind, I found it. Holds splash shield and bottom of bumper cover, Torque to 9.5 nm (around 7 ft lbs).

Those are the rad support straightening bolts too. Whenever someone rams into a parking curb or deep pothole I pull those bolts out, and bolt a chain up there(need longer bolts) then hook the other end of the chain it to a post and pull it back a little bit.
