    front grill FSM diagram question

what is part #5 in this diagrams purpose?

I was also wondering if it was possible to remove this lower grill without taking off the front bumper?

The part #5 is an air blocker, blocks the area where air should not go. Number 4 is the black insert part, need to take off the front cladding #10 first to get it off.

I have a 2014 letterbox model. The lower part #4 is blocked the entire year, just the letterbox slit open. The fan very rarely comes on in summer.

I think #5 is only used on 5speed cars. I could be wrong though...
And yes you have to pull the bumper cover to remove the glower grille.

Since M/T use smaller radiator than A/T, #5 is to block the extra hole and minimize drag.
