I suppose the question is which would be fastest on a given circuit. a mirage with nice tires or a mirage with a nice suspension and stock tires. I'de place my money on tires, especially on a smooth circuit. But maybe given a really bumpy circuit the suspended car might be faster?? It'd be fun to find out
It would be too close to call - could go either way IMO:
Wider tires (and rims) would hurt acceleration - which would counter whatever entry/exit speed you'll gain with that extra grip.
New suspension will give you more confidence in the entry/exit of the corner. Newer suspension may or may not be lighter than stock as well.
But with that said, depending on what wheels/tires and suspension setup you get, wheels and tires would probably be cheaper.
