I like to use Ospho to treat rust. What it does is chemically change the rust from iron oxide to iron sulfide. Simply brush it on, let it sit for about 12 hours to do its magic, then paint the treated area.

I assume that paints like rustoleum have a similar chemical added to the paint, but at a much lower concentration.
