Guess who bought GM's EV-1 electric vehicle patents in 2000? TEXACO!
Yes, including the current Mirage:

Mitsubishi Motors office raided over fuel economy tests
Full article: http://www.bbc.com/news/business-36099103Japanese officials have raided an office of Mitsubishi Motors following the revelation that the carmaker had falsified its fuel economy data. The officials searched its plant in the central Japanese city of Okazaki.
[...]
Japan's transport ministry investigators have raided the research centre of the car-maker's Nagoya plant, presumably to find out how these fuel-efficiency tests were falsified, and how much bigger the problem might be.
The government says that Mitsubishi has broken the trust of consumers and that it expects a report from the car-firm in the next week.
Shares of the company are now down 35%, or about $2.5 billion.

some additional insight in NY Times on what went wrong:

Quotes (try to keep short):
Kei car segment is really big in Japan, ~30-40% of cars sold are Kei. They are cheap ($10k about as much as Mirage in US), frugal and enjoy various tax/parking breaks which make them very attractive for budget shoppers. Small light under-powered, city cars with top speed ~60-70MPH. Suzuki Wagon R we drove was almost as big Mirage inside, but no trunk if you had any luggage you needed to lay down at least a part of the rear split seat.Rivals like Suzuki and Daihatsu, an affiliate of Toyota, produce vehicles with significantly better mileage, a crucial selling point for cars designed to appeal to the most budget-conscious buyers. That, specialists said, may have tempted Mitsubishi to cheat.
How much did they cheap by?
Why?Mitsubishi’s president, Tetsuro Aikawa, estimated on Wednesday that “improper” tests had inflated their ratings 5 percent to 10 percent.
“The competition in keis is all about fuel consumption. It’s extremely fierce,” said Koichi Hatamura, a former Mazda engineer who now runs an independent technology firm, Hatamura Engine Research Office. “Mitsubishi has no technology for improving fuel efficiency but has no money to spend, either. Its development people were given an impossible task, to cut costs and improve mileage.”

People get too worked up over this stuff!
Volkswagen did it to provide a product that was more reliable (no DEF garbage) and provided better fuel economy.
Mitsubishi overinflated the tires. Big deal!
Government agencies like to fine.
They both did it to make the cars appear better than they really are. That's not good.

Alex Fedorak, Mitsu's N.A.'s public relations manager says:
(Emphasis mine)An independent investigation committee is being established to determine if any overseas models have also been subjected to the same testing procedures. At this point, we are not aware of any vehicles sold in the U.S. being impacted by this testing irregularity.

They are not the only ones who do it, they just got caught. I am quite positive Toyota inflated hwy MPG of Aqua (Prius C) when they brought it to US, to make it look at least equal to Gen3 hatchback. Gen3 has no problem to stay above EPA rating in all-highway stunt, but "C" simply can't. Mazda3 hatchback with identical Cd and bigger profile, rated at 39hwy gets better MPG than "C" in the same conditions.
Now in case of Toyota they were smart to deflate city ratings, so at the end result doesn't look out of line, and it is on very different scale/volumes.
Now look how many times Cmax ratings were adjusted down, and I don't remember Ford CEO coming out and apologizing for it. MMC just turned out to honestly come out, admit and apologize for the mistake of its employees. Something which on my books deserves respect.
