Trouble with rear brake drums (can't get drum back on after changing brake shoes)

Most of the drums I see on these things are gouged to sit from rocks and road smooh. I've yet to see one that's smooth after a year. The rear wheels pack with dirt too. Most people probably won't have these issues unless you travel gravel back roads or they use lots of gravel and sand on the roads in the winter like they do here.
