I wonder if the Canadian BP would notice I entered the US without a trailer and I now want to exit the US with one? I'm sure the US guys wouldn't care.

I'd likely have to source my parts from Princess Auto and I'm not so keen to shop there. I do have an axle w/wheels kicking around. the tires are only 4.80x8 though.
It appears all bolted construction. That's good in a way but I would prefer welded.

Hmm. I just started looking into trailer hitches and it seems the curt brand is the cheapest. The receiver and harness on Amazon total to $159.72 before tax. These same items come out to $181.18 before tax on etrailer. If etrailer actually honors their "lowest price pledge" you could order them there and then potentially invoke that and get these two things for a grand total of $157.57. Combine it with discover card 5% cashback on paypal and it will come out to under $150. Probably wont get it though...

Sigh... I tried to get it from etrailer and what a mistake. They did honor their price match but they told me the wiring harness was not in stock after 2 days. Then they said it would come in October. Then they said it was coming November. Then I told them to cancel my order. Amazon it is.... What kind of company advertises they have products when they are months from even arriving to the warehouse? More expensive, slower, and all around worse than amazon.
