Mirage excluded from "most efficient" list... Spark beats it on a technicality

A few "most efficient for 2018" lists have been coming out, and I was surprised to see the Spark highlighted in the above example:

These are based on NRCAN figures, but Canada uses the same test methodology as the US EPA for vehicle class and fuel economy, so the list would be the same in both countries:

Spark CVT: 30 MPG city / 38 MPG hwy

Where the heck is the Mirage? It officially beats the Spark on both tests: 37 MPG city / 43 MPG hwy

I assume this is due to a technicality: the Mirage has more interior space than a Spark, so it doesn't "compete" in the same class, and therefore the Spark is listed as the winner and the Prius C beats the Mirage in the next class size.
