165/65r14 Kumho Solus TA31 tires are currently $62.80/tire, & that's cheaper than what I paid for a pair earlier this year. My local Walmart mounts Walmart bought tires for free, lifetime balance was $14, & $1.50/tire disposal fee. I wasn't charged anything extra when I had a pair mounted/balanced on rims.
Walmart also lists the 165/65r14 Nexen N'Priz AH5 tires, but the Kumho tires have a better rating (500AA/60,000 mile warranty) for less money. I personally feel the Kumho tire may be the best 165/65r14 tire deal around @ the moment. You could have them shipped to your nearest Walmart auto service center (free shipping).
If anyone is interested in snow tires, Walmart also carries the 165/65r14 Nokian Nordman 7 snow tires. Nokian Nordman 7 snow tires may be the only studded or non-studded 165/65r14 snow tire option. There are some other 165/65r14 snow tire options, but the Nokian has the studded option.
I don't let Walmart service my vehicles, but I wouldn't hesitate to buy tires from them & have them mount/balance them.
There's nothing wrong with using 175/65r14 tires, but 165/65r14 tire options do exist.

I have a nice set of aluminum rims for the summer.
I intend on using the steel stock rims for winter tires.
I wouldn't expect Walmart to have them in stock at the store,, but they can usually get them within a few days. Simpletire.com & tires-easy.com are good places to shop, too. Walmart prices, however,, come with free mounting, but you pay to have them balanced.

Where they the Solus TA31 tires?
My dad said the same about his factory Michilen tires on his GMC. Does that mean all Michilen tires are bad? His factory tires were horrible, & he had the dealer replace them very early on.
So what do you feel is the best current 165/65r14 tire option?
Try Achilles brand. Originally made in Israel, now made all over. Think I got one through Amazon for 13" wheel for 35 USD.

How is that helpful to someone? I've never seen a 165/65r14 Achilles tire offered in the United States. Buying 13" tires on Amazon isn't offering much help to someone asking about tires.
Kumho has a decent reputation for mid-grade tires. I am very pleased with the pair of Nexen N'Priz AH5 tires, but the Kumho seem like a better to deal to me.
Tires-easy.com is offering a 165/65r14 Continental ProContact TX (540AB/65,000 miles) for $112.40/tire. This is an offering I haven't seen in some time. A little more money, but may be an excellent tire. Overall, tire prices are higher than normal.
If you have a Walmart with a service center nearby, I would start there to compare.
I am getting a new pair of Cooper Evolution Tour mounted on the front on my 2015 Impala (driver's education car) next week & an alignment done. My local small town mechanic's price (tires/mounted/balanced/installed) was cheaper than Walmart & Tire Rack. Thus, I don't rule out local tire guys.
A local discount chain offers "buy 3 tires get one free", but they come with all their extra installation charges. I got the same exact tires installed for $60 less overall from my local tire shop a few years back. I look at the overall cost.
