It's 25F here today - the heat coming out of the dash is reasonable enough that the Mitsy dealer could say there is no issue - and if they could say it, they will. If it's warm like this on my diagnostic appt day I will have to cancel. I don't want to pay the $99 fee for them to tell me something I know is not true. Has anyone seen any specs for the expected heat coming out of the vents in the manual? I have not. Set at 89, that heater used to roast me out of the car, today it was comfortable. Without any specs, the heater could be evaluated as working well today.

I haven't seen any heating test. The A/C has specs on how cold it should be, but not heat.
Custom Mirage products: Cruise control kit, Glove box light, MAF sensor housing, Rear sway bar, Upper grill block
Current project: DIY Nitrous oxide setup for ~$100

Before you approach your dealer with a complaint, you may want to do some testing on your own. I agree with you that it would probably be best to take the car in on a cold day.
Here's what I plan on doing...
I'm going to buy 2 digital thermometers (like these) and leave them in the right and left side round vents...where the biggest temperature contrast is.
Over a series of colder days, I'm going to monitor and log the outside temp as well as the temp coming from the 2 vents. I will always be sure my climate control system is set the same way throughout the test (89 degrees, AUTO-off, fan speed 3 bars, etc). Once I have a consistent set of numbers documented I will drop a summary on my service advisor and ask them to explain.
I was thinking about this last night...
Someone with a brand new Mirage needs to run this test and tell us what happens.
I wonder if these cars are like this from the factory?!?

I think while I'm waiting for my car to be diagnosed I could do a test drive on a new one and get some readings. That would be good evidence to have.
So theoretically, with 190F coolant flowing through a heater core - the temperature coming out of the vent should be approaching but will never reach 190F. I would be very happy with 160F even.
