This is how I calculated ~130hp:
Running injectors at a lower duty cycle is definitely a very good idea. However, there is really nothing wrong with running them closer to 100% except that you don't have as much headroom and are more likely to run lean. That means if it gets colder you're going to need more fuel, or if your altitude decreases you're going to need more fuel, and any other factor that increases the amount of air going into the engine like more boost if you're running a compressor. These are all things to consider as you dyno tune though.
