i like the bigger one for better back crashes
^^ I think the bigger bumper is there for that reason.
There is also a specific test in the U.S., done by the IIHS (Insurance Institute for Highway Safety) on the rear bumper:

While I was in Hawaii recently, I noticed that American cars had extra lights on at all times, rear side bumper lights and front bumper lights. I think to warn other cars around them so they are seen easier
